This is a Cobblers Hook Knife for making shoes with vintage wood shoe forms. Was sometimes used for Linoleum floors in later years.
This is in good, used condition. The handle has a bit of what may be a paint splatter (see pictures)
Does have wear from age. The metal band between the blade and the handle is a little loose, but the blade is in tight and there is no play in it. The blade itself is still pretty sharp. This may be able to still be used, but would be a nice addition to someone's collection.
This measures about 7.5" in length, the blade itself about 2.5". The handle is wood, and the blade appears to be steel.
